It is best to plant bulbs in the fall

Bulbs can be planted even in late winter as long as you can work the soil 

A full sun or part shade location works best to get the nicest blooms in the spring. 

There is another train of thought is to place them in groups of 25 bulbs per square inch

 Either way will work. 

 Each bulb needs to be surrounded by dirt on all sides and at the right depth. 

Place the bulb pointed side up in the hole and cover with soil 

Yes, You can layer bulbs in the same space, just make sure larger bulbs are on the bottom and there is a layer of soil between each bulb.

 Yes, you can plant a bulb even if the paper-like skin comes off or cracks.
